GENERAL PROVISIONS

  • Air transportation of passengers and baggage is carried out by the Carrier under the air transportation agreement in accordance with these Rules.
  • Under the air transportation agreement, the Carrier undertakes to transport the Passenger and their baggage to the destination, providing a seat on the aircraft operating the flight specified in the ticket. In the case of baggage transportation, the Carrier also undertakes to deliver the baggage to the destination. The Passenger is obliged to pay for the transportation at the published fare, and in the case of excess baggage, to pay for its transportation (except for free transportation governed by the Carrier's instructions).
  • Transportation of passengers and baggage carried out from the airport of departure to the airport of destination by several carriers under a single transportation document issued on the Carrier’s unified form (including additional transportation or payment documents such as paid baggage receipts, MCO) is considered a single transportation, regardless of whether transfers or interruptions in transportation occur.

BAGGAGE TRANSPORTATION

  • "Baggage" refers to the personal belongings of a passenger or crew member transported on the aircraft with the Carrier's consent. The term "Baggage" includes both checked baggage (transported in the aircraft's baggage compartment) and unchecked baggage (carried by the passenger in the cabin under their responsibility).
  • During check-in, the Passenger must present all items they intend to transport for weighing.
  • In the case of a fully loaded aircraft, the Carrier has the right to limit or deny the acceptance of baggage exceeding the established allowance.
  • The Carrier has the right to refuse the transportation of items that do not meet the requirements of these Rules in terms of weight, size, quantity, contents, or packaging.
  • Checked baggage is transported on the same aircraft as the passenger. If such transportation is not possible for any reason, the Carrier must transport the checked baggage on the nearest subsequent or preceding flight.
  • The baggage of a Passenger who does not board the aircraft after check-in, as well as the baggage and carry-on items of a transit Passenger who fails to board, must be removed from the aircraft.
  • The Passenger is responsible for transporting prohibited items in their baggage or items handed over for transportation without complying with the requirements and conditions established by these Rules.
  • When accepting baggage for transportation, the Carrier must record the number of pieces and weight of the checked baggage, which serves as the baggage receipt issued to the Passenger. If the baggage weight is not indicated on the ticket, it is assumed that the total weight of the checked baggage corresponds to the free baggage allowance. The Carrier must issue a detachable baggage tag stub for each piece of checked baggage. The baggage tag and stub are used for baggage identification.
  • After baggage check-in, the Carrier assumes responsibility for the contents, packaging, and transportation of the baggage.
  • From the moment the baggage is handed over for transportation until it is returned, the Passenger is prohibited from accessing the baggage, except in cases of identification or additional inspection by relevant services.
  • Unchecked baggage (carry-on items) transported in the aircraft cabin must be labeled with a “carry-on” tag issued to the Passenger.
  • The Passenger is responsible for the safekeeping of items transported in the aircraft cabin.
  • Unchecked baggage (carry-on items) must be placed in the overhead compartment above the passenger seat or under the seat. Carry-on items remain in the Passenger's possession throughout the flight and are their responsibility.
  • In addition to the free baggage allowance, the following items may be transported free of charge if kept by the Passenger and not placed in checked baggage:
    • A handbag;
    • A briefcase;
    • A coat or cloak;
    • A blanket;
    • An umbrella;
    • Reading materials for the flight;
    • Baby food and a travel crib;
    • A wheelchair for an individual with disabilities;
    • A diplomat case or portfolio;
    • A bouquet of flowers;
    • A portable computer.
  • Passengers traveling on official or discounted tickets, as well as children traveling on child tickets, are entitled to free baggage allowances as established by the Carrier.
  • The free baggage allowance does not apply to:
    • Domestic animals, birds, fish, and other animals, except for guide dogs accompanying visually impaired passengers.
  • For passengers traveling under a group booking and flying on the same aircraft to the same destination, a group free baggage allowance may be provided upon request. This allowance combines the individual free baggage allowances of the passengers in the group.
  • For two or more passengers traveling as one family to the same destination and checking in baggage together, a combined baggage allowance equal to the sum of the individual free baggage allowances may be applied.
  • In the case of a fully loaded aircraft, the Carrier reserves the right to limit or refuse the acceptance of baggage exceeding the established allowance.
  • Passengers, families, or groups must notify the Carrier in advance (at the time of booking or ticket purchase) about the weight and number of pieces of excess baggage and pay for its transportation.
  • Passengers must pay for the transportation of baggage exceeding the free allowance at the tariff rate applicable on the day of transportation. Charges for excess baggage are calculated only for the difference between the maximum allowable limit per passenger and the actual weight of the baggage.
  • If the Passenger presents baggage weighing less than the pre-booked and prepaid amount at the point of departure, the difference between the declared and actual baggage weight will be refunded.
  • If the Passenger increases the weight of their baggage during the journey, they must pay for the additional baggage exceeding the previously paid amount. If the baggage weight decreases during the journey, no recalculations or refunds will be made for the previously paid amount.
  • If a Passenger presents baggage exceeding the pre-declared and prepaid amount, such baggage will be accepted for transportation on the same aircraft as the Passenger only if space is available, and after the appropriate additional payment.
  • If the weight of the baggage increases at a stopover or transfer point, an additional fee for the excess baggage will be charged.
  • To ensure flight safety, the following items and substances are prohibited for transportation as baggage, as they may cause harm to passengers, the aircraft, or property on board:
    • Explosives and items containing them, detonators, ammunition, illuminating substances, and flares;
    • Compressed and liquefied gases, including household gases (butane-propane, etc.);
    • Toxic, poisonous, and irritating substances;
    • Flammable solids and liquids;
    • Corrosive or oxidizing materials and substances;
    • Magnetized materials;
    • Radioactive materials;
    • Briefcases and suitcases with built-in security devices;
    • Mercury and other items or substances mentioned above, or items that may be used to ignite, explode, or threaten the lives of passengers and crew members.

    The list of prohibited items and substances for passengers on civil aircraft is determined by the International Civil Aviation Organization (ICAO) and the legislation of the Republic of Uzbekistan.

  • Special types of baggage and cargo are also not accepted for transportation, including:
    • Biological preparations;
    • Wild animals, fur-bearing animals, and reptiles (e.g., snakes);
    • Large domestic animals and birds;
    • Fish spawn, bees, and similar items.
  • The following items are also prohibited:
    • Items deemed unacceptable for transportation as baggage due to their weight, size, or other characteristics, as determined by the Carrier;
    • Items prohibited by the laws, regulations, rules, and orders of government authorities of the Republic of Uzbekistan or any country to, from, or through which transportation is carried out.
  • Passengers may transport the following items and substances in limited quantities and with the Carrier's permission, unless otherwise specified by the regulations of the country to, from, or through which transportation is carried out:
    • Alcoholic beverages with an alcohol content of more than 24% but not exceeding 70% by volume, in containers of no more than 5 liters, if sealed for retail sale. The total net quantity per person must not exceed 5 liters. Alcoholic beverages with an alcohol content of 24% or less are not subject to restrictions other than packaging requirements.
    • Non-radioactive medicines and toiletries, including aerosols. Aerosols for sports or household use without additional hazards must be transported only in checked baggage. The total net quantity per person must not exceed 2 kg or 2 liters, and each individual item must not exceed 0.5 kg or 0.5 liters.
    • Hair sprays, varnishes, colognes, and alcohol-containing medications must be transported only in checked baggage. The total net quantity per person must not exceed 2 kg or 2 liters, and each individual item must not exceed 0.5 kg or 0.5 liters.
    • Small cylinders of gaseous oxygen or air required for medical purposes, with the Carrier's permission.
    • Small carbon dioxide cylinders used to power prosthetic limbs, including spare cylinders of similar size for the journey.
    • Securely packed ammunition for sporting purposes in checked baggage, with a gross weight not exceeding 5 kg per person for personal use. Multiple passengers' allowances cannot be combined.
    • Dry ice, up to 2 kg per person, used for cooling non-hazardous perishable items, provided it is properly vented in carry-on or checked baggage with the Carrier's approval.
    • Safe matches or a lighter for personal use. However, lighters containing unabsorbed liquid fuel (except for liquefied gas) and lighter refills are prohibited.
    • Pacemakers or other devices powered by radioactive isotopes or lithium batteries implanted in or attached to the body, or radioactive pharmaceuticals contained in the body as a result of treatment.
    • Wheelchairs or mobility aids with non-spillable or spillable batteries transported in checked baggage, subject to proper packaging, secure attachment, and compliance with safety requirements.
    • Curling irons containing hydrocarbon gas, limited to one per person in checked baggage, provided the heating element is securely covered. Refills are prohibited.
    • Barometers or mercury thermometers, transported by a weather bureau representative in carry-on baggage, securely packed and sealed.
    • Inflatable life vests with small carbon dioxide cylinders, plus two spare cartridges, with the Carrier's permission.
    • Heat-producing devices, such as underwater torches, transported in carry-on baggage, provided the heat source or battery is removed to prevent accidental activation.
    • One small clinical or medical thermometer containing mercury for personal use, stored in a protective case.

    Note: The list is compiled following ICAO's Technical Instructions for the Safe Transport of Dangerous Goods by Air (Doc 9284 AN905, 2008-2010 edition).

  • Sam Air LLC allows passengers to transport up to 1 liter of liquids in the cabin. These liquids must be in containers not exceeding 100 ml. Examples include gels, varnishes, mascara, shampoos, perfumes, colognes, creams, etc. The amount of liquid allowed in the cabin may be restricted by the airline or upon request of international organizations or civil aviation authorities of the Republic of Uzbekistan.
  • Passengers are prohibited from carrying firearms, gas, or cold weapons during the flight.
  • Weapons and ammunition for hunting and sporting purposes are accepted for transportation only if unloaded and packed in special cases, accompanied by proper documentation. These items must be transported as checked baggage.
  • Authorized personnel performing official duties may carry weapons only with special permission and in compliance with the applicable laws and regulations of the respective countries.
  • Weapons belonging to individuals with storage rights but not on duty must be surrendered to the Carrier for safekeeping during the flight. Blades or knives that are part of national attire or souvenir items resembling weapons must be checked as baggage.
  • Items resembling weapons (e.g., toys), pyrotechnic devices (e.g., rockets, fireworks), or other items potentially used for intimidation or assault (e.g., bicycle chains, batons, scissors) are not accepted as carry-on baggage.
  • If the airline's flight crosses an international border, the transportation of weapons must comply with the relevant regulations of the states involved.
  • The acceptance, handling, transportation, and delivery of weapons and ammunition must comply with the airline’s instructions for the transport of such items.
  • Binoculars, radios, transmitters, photographic, and cinematographic equipment are accepted for transportation only if packed in suitcases or boxes. Passengers are not permitted to use these items while on board the aircraft. Batteries must be removed from electronic equipment, except for stationary devices.
  • Passengers are prohibited from using transistor radios and other electronic devices during the flight, except for hearing aids, cardiac equipment, electronic alarm clocks, calculators, portable computers, portable tape recorders (players), and typewriters.
  • Passengers are advised not to include fragile or perishable items, currency, jewelry, precious metals, computers, electronic communication devices, financial documents, securities, and other valuables, business documents, passports, identification cards, keys, and similar items in their checked baggage.
  • Fragile and delicate items requiring special care during transportation (e.g., compact portable tape recorders, radios, televisions, crystal, porcelain items, diplomatic mail) and items within carry-on baggage dimensions may be transported in the cabin with the Carrier's consent and subject to inspection. These items are accepted as baggage only if securely packed to ensure their safety, with the Carrier not liable for their preservation.
  • Dogs, cats, birds, and other animals are accepted for transportation only when accompanied by an adult passenger and with the Carrier's prior consent. The passenger must provide a certificate issued by an authorized state institution and other documents required by the veterinary authorities of the respective countries involved in the transportation.
  • Passengers must provide a container (cage) of sufficient size with adequate ventilation for the animal or bird. The bottom must be watertight and covered with absorbent material. Animals and birds may also be transported in securely closed baskets or boxes with ventilation holes. Bird cages must be covered with dense, lightproof fabric.
  • Animals and birds are accepted for transportation on the condition that the Passenger assumes full responsibility for them. The Carrier is not liable for injuries, loss, delays, illness, or death of such animals or birds or for any refusal of entry or transit by any country.
  • Passengers must comply with all Carrier requirements and compensate the Carrier for any losses or additional expenses incurred during the transportation of animals or birds.
  • Laboratory animals are not accepted for transportation.
  • The weight of animals and birds, including their containers (cages) and food, is not included in the free baggage allowance and is subject to charges based on the Carrier’s tariffs. If the total weight exceeds 10 kg, the animal must be transported as checked baggage in the aircraft’s cargo hold.
  • Guide dogs are transported free of charge, outside the free baggage allowance, without a cage, provided they wear a harness or muzzle and remain leashed at the owner’s feet.
  • When transporting animals or birds in the aircraft's cargo hold, corresponding entries must be made in the load sheet (LOADSHEET) in the "REMARKS" column using the "AVI" code, and in the load message (LDM), specifying the cargo hold number after the "AVI" code.
  • Oversized baggage refers to baggage with dimensions exceeding 158 cm in total (sum of three dimensions) and/or weighing more than 32 kg. Such baggage is accepted for transportation only with prior approval from the Carrier. Passengers wishing to transport oversized baggage must notify the Carrier when booking or purchasing their ticket.
  • Fees for transporting oversized baggage are charged according to the Carrier's special tariffs.
  • If multiple carriers are involved in the transportation, the Carrier making the booking must obtain their consent to transport the oversized baggage.
  • Oversized baggage is accepted only if the loading hatches and cargo compartments of the aircraft allow for its loading, unloading, and placement.
  • Oversized baggage must include provisions for securing it during transport to and from the aircraft and on board.
  • The Carrier reserves the right to refuse transportation of oversized baggage if it does not meet these requirements.
  • Oversized baggage is not included in the free baggage allowance and must be paid for at the Carrier’s special tariff.
  • Baggage requiring special handling (e.g., musical instruments, crystal, porcelain items) may be transported in the aircraft cabin.
  • Cabin baggage transportation must be pre-approved by the Carrier. Upon approval, a separate ticket is issued for the baggage, costing 100% of the standard economy class "Y" fare.
  • The weight of cabin baggage must not exceed 75 kg, and its dimensions must allow placement on a separate passenger seat.
  • Cabin baggage must include provisions for securing it to the passenger seat. Loading and unloading of cabin baggage are the responsibility of the Passenger.
  • Cabin baggage must pass aviation security screening before being loaded onto the aircraft.
  • If a Passenger fails to retrieve their checked baggage upon arrival at the destination, stopover, or transfer point and reports it to the Carrier or handling agent, all necessary efforts will be made to locate the baggage.
  • Left, forgotten, or mishandled baggage, for which transportation fees were paid, will be forwarded to the destination, stopover, or transfer point without additional charges.

  • Diplomatic baggage (mail) accompanied by a diplomatic courier may be transported in the aircraft cabin. It is handled as unchecked baggage, separate from the courier’s personal belongings, and may be placed on unoccupied passenger seats (maximum weight of 75 kg per seat).
  • Diplomatic baggage (mail) transportation fees are charged according to Air Samarkand's tariff rules.
  • Diplomatic baggage (mail) handed over to the Carrier for supervision (pouch) is transported under special agreements between Air Samarkand and the client. In the absence of such agreements, transportation is carried out in accordance with the Carrier’s rules and instructions.
  • Items transported as baggage must be packed in suitcases, bags, bundles, or similar containers with handles. Boxes, crates, and baskets must be securely tied and suitable for carrying. Locks must be functional and fastened. All parts, including lids and bases, must fit tightly without gaps. Ropes or straps must be strong and knot-free.
  • Baggage with protruding parts (e.g., nails, metal straps, wires) will not be accepted for transportation.
  • The Carrier has the right to refuse baggage as checked baggage if it is not adequately packed to ensure preservation during normal handling. The Passenger is responsible for packaging the baggage.
  • Passengers are advised to include identifying labels with their name and address on both the inside and outside of each piece of baggage.
  • Fragile, perishable, or valuable items (e.g., currency, jewelry, business documents, keys) should not be included in checked baggage.
  • Passengers must collect their checked baggage immediately after it is presented by the Carrier at the destination.
  • The Carrier delivers checked baggage to the bearer of the baggage tag stub. The Carrier is not obligated to verify the bearer’s entitlement and is not liable for damages or expenses resulting from delivery without verification.
  • If the bearer cannot present the baggage receipt and tag stub, the baggage will be delivered upon identity verification.
  • Receiving baggage without written complaints confirms its safe delivery in accordance with the transportation agreement.

The Carrier's liability for checked baggage is limited to USD 20.00 (at the Central Bank of Uzbekistan's exchange rate on the payment day) per kilogram of lost or damaged baggage unless the Passenger declares a higher value in advance and pays an additional fee.

  • PETC (animals in the cabin): Container size not exceeding 115 cm in three dimensions, weight not exceeding 10kg. Larger animals can be transported in the baggage compartment upon agreement with the airline (AVIH).
  • Extra seat: Passengers may purchase an extra seat for transporting valuable items (animals, musical instruments, art objects, etc.).
